I think it's probably to with rights. The shoes Sonic wears in the film are basically a real pair of Pumas with a few additional details. To use those shoes would require special rights, and it's probably not worth the costs and legal hurdles involved with making licensed Puma merchandise. I don't know why they can't use something more like Sonic's regular shoes though. Another clause forbidding it due to similarities, or something else? Either way, the boring generic shoes that he's got in the merchandise is turning me off all of it.
I think it had something to do with how they redesigned Sonic. They said they started with the head 1st and the shoes were last. I feel like all the merchandise was finalized during one of those later redesign phases, when everything else was done and the shoes weren't.
My guess is that Robotnik will synthesize a metal sonic from the quill he has for the sequel. And if the third movie isn’t called Sonic 3 and Knuckles I shall be very put out.
I wouldn't be surprised if they had to put the statue into production without even having the real design to go off. Despite the shoes of it all, his ears and eyes aren't quite the movie model either. If anyone's seen the back, missing the extra quills would cinch it. It is a cool figure though, they certainly did their best despite the situation.

I think that's from the shot right after Longclaw sent Sonic through the ring to Earth, and he tried to run back to save her. The animation is likely unfinished, which is why he looks like he's smiling. It's possible that the forest he ended up in on Earth was shot during the day in this early cut, and was re-shot at night for the final cut. That's just my guess, though.
I was lucky enough to see a YouTuber post that thing on Monday night while I was, um, Spoiler on acid. That was certainly an experience.
