I listened to all of the Kingdom Valley songs I could find on YouTube, and none of them sound remotely similar. EDIT: But if what Mykonos says is true, then it's more likely that both just used a stock vocal effect.
I guess it's just a (loose) coincidence. I've heard many songs using these vocal samples before, even before Sonic '06 was even released. Heck, even I have these samples, amd a soundfont that have the voices in lots of different pitches. Nothing surprising in there. 2005 game Shadow Heart II: Covennant featured these samples in the Asmodeus boss battle music if I'm not mistaken. Too busy to be bothered to check right now.
Here are some classic ones that are pretty famously overused. "Jump" (Which in turn is a sample of House of Pain's "Jump Around"): Bitter Dance - SO:3 Iwatodai Station - Persona 3/PSFES Everybody Jump Around - Jet Set/Grind Radio "The Lyrical Paragraph": Shudder - Eïnhader Let It Go - Ollie King Bonus Stage - Street Fighter III: 3rd Strike As it was established, sampling melodies and lyrics is very common in VG music. It's far less expensive (if at all priced) than getting the rights to the original songs.

Hooverphonic - Mad About You -> Labyrinth Zone (8-bit) Emphasis on the chord progression and on the bassline. When I told this to Puto, he even made a mockup. The two songs overlay almost perfectly (once LZ is slowed down like hell).
