Sure seems like it, unless you download it and it actually isn't a full game. I'm curious too, I can't play it right at this moment.

(It wouldn't have taken *that* much effort to make a Linux build, but eh...) The system requirements are definitely wrong; it's 64-bit Unity and the PE headers indicate it requires Windows 6.0 (Vista). That could be part of the joke, though...
I'm guessing you could try running it with proton. There's a way to force it to run games that aren't "compatible" it's somewhere in steams settings iirc (been a while since I did it, usually I just use my win10 partition for games). And yes it does seem real, it has now downloaded gonna go play it now.
If there are actual pitfalls in this game I will laugh. EDIT: Oh OK so those minigames are actually part of arguing, kind of like Mind Chess in AAI2. Wow, that's... abstract.
There it is, the first Sonic game I refuse to play because visual novels are the most boring genre of video games to exist IMO. I still think this is hilarious though! I’ll watch someone play it on YouTube.
It'll probably work with Proton (most Unity games do), just saying it wouldn't have been that difficult to publish a native Linux version. =P
