He never said the Megadrive can support more than 64 colours - He said that Megadrive-taken GIFs will sometimes have more than 64, meaning it matters not whether it's software-implemented, hardware-implemented, or whatever.

As I said, there's no time travel. Certain levels have certain time zones.
