IIRC, Twinkle Park is Sonic's 5th stage in Sonic Adventure right? And that was the whole "cute couples get in free" thing with Sonic and Amy. So I'm guessing it's probably referencing that.

That, and Ian Flynn's "senpai noticed" tweet let me think that Archie might be more involved in this anniversary than just doing an adaptation in the comics...
