How do I edit .dat files?

In order to change the title screen art for Foamy's hack, I need to be able to edit a .dat file. However, I don't know what program is used for this. Does anyone know of a program that will let me edit the file? I'm using an RXL patch, and I need to edit TITLEART.DAT to put in the needed artwork. It's in standard Sega 4-bit format, if that helps.

There is not standard format for this extention. Programs treat it differently. What exactly is in it? Another example os how Gens makes a *.pat file for Game Genie Codes. And that tries to open in PhotoShip, which is terribly wrong.

Just load it up, and set the tile editor to GENESIS mode.

As far as I know, it's empty. It's 32 KB in size, though.

Load it up like you would a Genesis ROM, in any tile editor.

Well, yeah, TLP would work... I use some weird japanese tile editor I got awhile ago, but if TLP supports Genesis format..

Yes, there's an RXL patch created specifically for that.

What is the best Tile Editor to use? I personally use TLP but would gladly trade it in for something better.
