Interesting. It seems to be a newer version than the one depicted in the only known screenshots of the game. EDIT: Oh hey, it's been emulated already. That was fast.
I just played a credit and if it weren't for this being unreleased I'd say G.REV looked to it for inspiration to make Under Defeat. The helicopter angles left/right when you move and your shots are affected in the same way they are in UD.
It's fascinating how, of all places, this was found rotting in a warehouse in Portugal. Who knows what other lost creations are out there?
