Good question.. I don't know. Hopefully Phoebius can answer your question when he returns. Unless someone else knows? Edit: As I was thinking, my best guess would be that those bars would be the pallete sets for the graphics.

Here's a little mock-up/concept I came up with for title cards(I have an animation scheme worked out but I just wanted some feedback before I continued). The white part is also a rounded shape, and I used some of the fonts provided. My main concern is that they're reminiscent of Sonic Adventure 2's title cards a little too much. I was originally going with a Red/Blue/Orange theme for Sonic, Tails and Knuckles but I thought it was getting too messy so I went with something more appealing with the black and white, then used those colors for the lower right rounded shape.
Very nice concept, it's so fresh. I'm guessing it would come in from all corners then exit the same way?
I think that would be best, though I'd like the text to linger, so I was thinking the backplate for the Zone Name could split apart somehow. This may be a bit bold of me, but it'd be a neat visual gimmick if the ring could become part of the HUD(it obviously needs more refinement, and I'm not really sure if that's possible).

I like the nod to the Genesis slogan in the corner, too. Not sure if we should keep that (considering some players might not get the reference), but I do think there needs to be something to fill that corner. For the character names in the corner, I think we should use the full name of the character being used at the time. Otherwise, I approve of this.
As do I. I'd like to see the title screen with a font similar to ITC Korinna: http://www.myfonts.com/fonts/itc/korinna/ though I do think the current font works rather well overall. I can't help but think, though, that the Sonic Title Font might be a better choice for the word Retro or whatever we replace it with (http://www.sonicenterprises.150m.com/sonicfonts.html).
Personally I like the original one. The blue one is the best for sure - they blend together nicely. The modern look to it goes well with the whole "we're going to enhance Sonic 2 but make it looks classy at the same time" theme. The only suggestion I have though is make the "welcome to the next level" text white. I think it's a good idea to put that down there. Otherwise, it looks great. Nice work. Congratulations on getting approved by the way, I think you'll contribute to the community nicely.
Someone had an idea on another topic about dynamic title cards, where the cards changed for each zone. I'm willing to make some concept art (?) for that.
This is my rough idea for Tropical Zone. It's not the best, and more could be done, especially in the bottom, but it's the best I could do in MS Paint. I'm thinking TZ act 2 could be more of a sunset-themed level, but Paint doesn't have gradients, as many of you probably know.

The sand effect and that bright turquoise seem to clash with the existing colors. There appears to be too much activity on this title card. I personally think we're good with the three colors we have now. (one of which will change with the character)
