No idea, but seeing how that artwork doesn't match the figure (different pose, and the quills actually look like Classic Super Sonic's, rather than having the shape of Modern SS's), I'm leaning toward it being an obscure old artwork, rather than a new one created specifically for the figure.
Oh for sure, it's very rare that new artwork is created for specific merchandise these days. I meant "new" more along the lines of "Is this something that we've seen before?" and "Is this art produced in the last decade?" - recent Classic Sonic merchandise uses a mix of stock art from the 1990s along with what seems to be more recently produced artwork.
I want to say that Super Sonic is new and was done by Kieran Gates. You can tell it's his in the ways he draws his eyes and hands.

But it's a 30th anniversary collection of sorts. The mugs feature art from Sonic Mania Adventures, so that's pretty cool. Sadly they only stuck with Sonic, Tails, Eggman, and Knuckles. No Mighty, Ray, Metal Sonic, or Amy here.
