This was reported on the 27th May, 1993 by Mega Drive Advanced Gaming, so the news that Capcom wanted to change things would have come in well in advance of Summer CES.

I just realized something with this trailer: even though it's showing the Champion Edition prototype, the narrator still calls it "Special Champion Edition". No mention of group battle, Hyper Fighting moves or anything though.

 

The delay is mentioned on page 9 of the Sega Power mag with the review too, "One or two amendments" apparently:
