    My best guess would be a run down futuristic city, probably devoid of all life except Sonic and Tails, and maybe it'd have Badniks in it.

    It'd probably use some modified CPZ Tiles and a modified CPZ Background, judging to the fact that it was probably CPZ's future(or bad future =P)
