I don't know why you would come to that conclusion. Prime is being aimed squarely at kids in the West so I'd hazard a guess that Wild Brain simply wanted a less "overt" look for her. SEGA haven't had any issues with Rouge in the last 20-odd years and there's nothing to suggest that that's suddenly changed.
Interesting new Rouge outfit, but the fact she's the only one with a new one does make you wonder why... maybe it's plot relevant? Not impossible given Cyber Amy there.

This already looks so much better than Boom, oh my god. Seems like they're taking the SatAM Freedom Fighters concept and applying it to a more canon setting. Not a bad idea. Although, why Rouge? Of all the cast members to add to the main four, Rouge is an odd choice. Not a fan of Tails using stupid gadgets instead of engaging enemies directly. I'm starting to wonder if that's a mandate.

Yeah, but they're also particular about Sonic and co. looking a certain way. Remember the work it took just to put the girls in winter outfits in IDW? I dunno, just seems like if there's any point that they'd change something to get the "horny furries" stereotypes to go away, it'd be now.
I think the idea is she's going after Eggman's pretty gem and gets caught up in the reaction, but also she makes some sense in a tactician role (and she's girl) so they went with her. No specific answer from me but a quick Google with the exact lyrics can't pull anything up. It's assumedly from a production library, which are huge and rarely properly documented due to their nature, so good luck finding that, unless someone reuploads the trailer and it gets claimed.
They gave Sonic a neck and shoulders, but he still has noodle limbs. That's kinda cursed. Also I think they forgot to animate Knuckles in this shot.
