This all just tells me SEGA is just out of ideas and out of cash. Hard to believe this was all done in a 4 year period. Id like to call bullshit honestly. That or whatever they originally had got fucking thrown out.
How can SEGA talk on and on about "pushing sonic forward" when they do this shit? Like, do they even know what pushing foward means?? Do they understand the concept of advancing??? Or do all they know is rehashing now?
Seriously. Like how the success of SA2 told them they don't have to actually put money into games to get a success story, it seems Generations' success told them "we just need to remake green hill all the time and make a profit." God DAMN.
This is most probably what happened. Endri posted here a few years back saying he saw Sonic prototypes for at the time next generation consoles that neither followed Generations or Lost World. He said they were experimenting with something entirely new. So what probably happened was as you say those prototypes being abandoned and then falling back on a Generations style game that likely has only had two years in development at the most. I think the saddest thing is that Mania had all but five minutes in the spotlight before being dominated by this negative news storm swirling around Forces.
Part of me wants to see Sega do well but another part of me hopes this game under performs to force Sonic Team to try again next time with a better game. Guess we'll see.
Considering the sort of thing Sonic Team finds acceptable to release, how fucking bad would a prototype have to be for them to can it?

Way I see it, maybe Sonic figured out how to balance himself near-perfectly on rails to do the grinding, or maybe he's using a little bit of that "sonic wind" or somesuch. Honestly I won't look logic in the face when just ramming his face at boost speeds into robots blows them up because of glowing blue energy.
Abandoning of prototypes doesn't always mean they were "bad". They may not of met budgetary expectations/constraints, found implausible to pull off or gauged to be able to do well enough for a solid profit return margin. In the situation that this actually happened, it's entirely plausible Sonic Team wanted to do something more ambitious but were forced to slap shit together to make a quick buck instead.
From what I got so far, it seems a copy of Sonic Forces is one of the prizes you can earn from the Monopoly game McDonalds has going. The guy says he's in Canada, so I have many questions as to why there's a McDonalds bag written in French, unless they got it off the Social Media's.
That's because Canada is bilingual. Although as to why its only in French and not in the usual bilingual format is beyond me.
DualShockers held an interview with Sonic Team about the development of the Switch version of the game, during a preview event for Forces at Sega's HQ for their development studios. Interview included Iizuka, Nakamura, Kishimoto, Hiroki Tokunaga (lead programmer), and Yoshitaka Miura (art director). Main takewaways (and highlighted points I found interesting) are in bold.

Sonic Forces' PS4 trophy list is out. Nothing stands out, the usual boss and completion stuff along with arbitrary pats on the back for "hey you made an avatar" or so forth. But it also points out some mission types and hints at the number of unlockable parts and Wispons. Still technically spoiler material possibly.
It's interesting they use the "Void" as the generic Wispon icon. So it'll probably appear in the game.
Also, it bugs me there are so much 'daily mission' and 'enemies defetead' achievements. The game sounds like a big grinding session by this list.
Many of those reek of padding, but I'm really curious about the Secret and EX stages. I'm anticipating something along the lines of Hard Mode, mini acts, or Game Land.
Also interesting to see that Infinite seems to be a recurring boss and that Zavok might possibly be getting assistance from the other five of the Deadly Six.
On a completely unrelated note, I just realized that the Casino Night DLC for Generations has been free for just over a year. It's also been six years since I last played Generations HD. Weird how I never went back to it...
