I honestly think Sonic 4 should have been given a much bigger budget and made into a major release disk game, rather than DLC that's cheap and severely budgeted in production.

There are supposed to be five episodes and four acts each (unless the 4th act is just all boss battle).

Which just proves that if they can't have the whole thing be downloaded all at once that it SHOULD be on hard disk just like the first 3/4 (if you seperate Sonic 3 and Sonic & Knuckles) (also, they would have been on disks, but cartrages were what were back in the hayday.)
