It really wouldn't make sense for Steam to cost money, as it's mainly a method of buying games online. It wouldn't be a very good business decision to charge people for the privilege of buying things for additional money.
If you have onboard graphics (Intel GMA, AMD HD4200, Nvidia 9200), first generation of Intel HD graphics (no idea about HD2000, HD2500, HD3000 or HD4000), AMD netbook integrated graphics (HD6300 series), a few years old bottom low-end card (Nvidia 9400, AMD HD4400/HD4500 series) or a really old graphics card (Nvidia 6000 series, AMD X1000 series), most likely the game won't run well, since it needs a decent enough graphics card to keep the framerate at 60fps at all times. If the framerate goes below 60fps, the game plays in slow motion.
Ok, I managed to get the Library and playgrounds to load in SALVL, but they both look like the night sky and I can't seem to export them to obj. I also have no idea how to get the needed files from the dreamcast version
Since we can make actual hacks now, I figured I should do one too: Download. Changes: Super Sonic loads instead of Sonic. Disabled character switching when passing -50 on the Z axis. Disabled invisible boundaries. Disabled ring drain. Disabled timed messages. Disabled automatic death after 5 minutes. Made Super Sonic use Sonic's start position array, so he doesn't start at 0, 0, 0 all the time. Some notes: Do not touch water. The game will proceed to lock up your entire computer for a minute and then crash. Do not try to use him in 2P mode. The game will crash after P2 does their introduction. You cannot control him in Sonic's section of Cannon's Core, because he cannot slide down the rail. He uses a sound effect from the current stage for his dash attack. I have no idea how I could possibly fix this. He cannot destroy crates, somersault under barriers, destroy the glass windows or flip the switches in Crazy Gadget, use horizontal bars, or really do anything. I found an area of memory with some interesting variables that seem to affect the character's physics. They seem to be float variables, but I can't figure out what they all do. I identified one of them as the base speed which changes when you pick up speed shoes or charge a light attack, but there's some other ones nearby that do things like affect speed in a different way and affect how high you jump. Here's the pointer configuration for two of them in Cheat Engine: (Note that the top one is not the base speed variable I mentioned.)
So how far off are we from just having the Chao World character select pop up when you pick a level, except with all 12 characters, and having stage dictate gametype as opposed to character? (So I can, I dunno, search for emeralds with Metal Sonic in Dry Lagoon.) I'd probably actually buy the game if you had that kind of freedom. But I guess Sega just doesn't want my money!
Those two are within the area copied from each characters' physics array (C0-143), and if you look at SADXPC's physics hacking info, they match exactly for the maximum horizontal and vertical speeds respectively. Very far.

Does he have an intro of his own, or does he just glitch up Sonic's. Also, what are his acceleration/speed/braking values compared to normal Sonic?
He just kind of... twitches. I don't know his exact values, but apparently he's slower than Shadow, as you can see in the video.
I went in water as Super Sonic (in the main Chao garden as well as Dry Lagoon) and nothing happens. EDIT: In Metal Harbor it crashes, but it doesn't take a whole minute and other programs work fine.
It's weird. Aquatic Mine worked fine, until I put the water level at the lowest and tried to enter the tunnel to the Air Necklace.
He can drown, but he has no action for it, so you can still move around in the time between drowning and the level restarting.
Do you know of any address where I can find a list of pointers to all the objects in the current level? I want to experiment with different objects and parameters. Also, what values would I need to change in Cheat Engine to disable kill planes? (so if I fall into a bottomless pit I don't die.) And is there any way to disable automatic camera rotation? One more thing: try playing Mad Space with Initial Jump Speed set to 10. It's fun.
Also, look what I added to the cheat table. It's incomplete, as in it doesn't save the list permanently, but it could still be useful. As always, get the updated version from the wiki. EDIT: It doesn't seem to work all the time; sometimes you need to open the Lua script and click Execute again. Not sure what the problem is.
Cool! Can you add/remove icons? If not, would it be possible with a split disassembly? Also, when you said on Steam you were working on an editor, did you mean this?
