I doubt your first request will be met for the sole reason of consistency. The second is more likely though since there was major backlash against that in Episode 1 and they seem to have learned a bit from Generations 3DS. I'm looking forward to this though
It would be really bizarre if we were stuck with Episode 1's visual style after Generations. While it certainly wasn't a bad art direction, it looks extremely bland compared to Generations.
Since all this Episode 2 hype is starting, should this topic be renamed to "Sonic 4: Episode 2 Discussion" soon or is a new one going to be started?
True, but it was high quality and now we're all used to seeing it. Going back to Episode 1's art direction would feel like a major step backwards.
I feel the best we'll get is some sort of inbetween. After the sales of the first one I imagine this will probably have a higher budget so they'll likely fix things like the physics and make the art a bit cleaner, but I wouldn't expect too much now. This is not a game that's gonna have 3D environments for the levels and use the hedgehog engine, but perhaps we could see some things like improved animations and models, hopefully some improved music (No more orchestral masterpieces), and the removal of that light filter. Expecting Generations quality graphics is just asking for disappointment though.
This announcement better be that they're retconning Sonic 4 MIB mind-wipe style, refunding everyone that bought Ep. 1, and compensating them with cake. Preferably Manor House. And then making an entirely new Sonic 4 based on an improved S3K engine with hand drawn HD graphics based on the OVA and... ... What? Ok fine but they better make Ep. 2 much better. Spoiler Actually I'd settle for a pants Episode 2 if they bought me a scone...
Stop putting my dreams into words that will never be. Either way, they have no excuse not to make Classic Sonic and Tails playable in this game since their models now exist. There is no valid reasoning they can give to deny it.
Now here is a valid wish. This better be the case. Classic Sonic and Tails. Fuck I'd pay for it as an additional bonus for Sonic 4 Ep 1. DO IT.

What's exciting about this is not the fact that we get to see Sonic 4 again, but rather the hacking. Oh god yes the hacking. Classic Sonic, fixed rolling, fixed spindash, fixed sounds, different soundtracks, no more fucking bubbles chains. Do want.
