    Oh wow. There's a music similarity thread somewhere but this is just too close. also that whistle sound in the super fantasy zone one is horrible.

    Jun Senoue did the arrangement on Sonic 3D Blast, either Naoki Kodaka, Shinichi Seya, or Nobuyuki Hara did the one on Super Fantasy Zone (there was a big album with all the Fantasy Zone music on it, and for some reason this was the only game that didn't list who did what on each track). I remember someone bringing it up with Jun during the IRC interview that SAGE had unofficially with him a few years back and I remember him saying that it was a homage to it. I don't remember the specific reason, but I do remember it being brought up.
