It's well-known that the "OOZ" label on the Mirage Saloon train's oil tank cars stands for "Oil Ocean Zone", but does anybody know what the text underneath stands for? The characters seem to be "b (illegible) X C + T Y" If I were to make a blind guess, the word 'city' in there makes me think of Hydrocity considering that's the previous zone, but it's probably just gibberish.
Now that I look closer, the lower text seems to be printed on a 3-pixel-high row, which makes it hard to display a lot of characters clearly. I like your theory that the first character is a lowercase "b" - maybe the second is a "7"? That'd give us "b 7 X C + T Y" or "b 7 X C + T V". It might seem odd to have a lowercase "b" next to a bunch of uppercase characters, but it's possible that an uppercase "B" would have rendered so poorly that there'd be no way to identify it. I still have no idea what this might mean, but given the volume of Easter eggs and references in Sonic Mania, I'm reluctant to believe that the artists would have included garbage text just to make things more visually interesting. EDIT: I think it's more likely that the final character is an uppercase "V", rather than an uppercase "Y" - I think that if it were a "Y", it would be rendered with a longer "stem" and shorter "leaves" on the character, if you understand what I'm trying to describe. So, it's probably "b 7 X C + T V", whatever that means.
