Mednafen exists and it works great. You can't run it on a toaster, but it works well enough - it has booted every game I've tried at it, even the 3D games. I think if Sega ever did a Saturn one, it'd be japan-only though, considering how poorly it did in the west.
The only good thing I remember about the Mega Man remakes in Wily Wars is that Snake Man's ascending lifts no longer push MM into the bottomless pit if he stands on them while they emerge from their silos. Also, Mega Man noticeably drawfs Proto Man.
One thing you have to bear in mind - in order to sell to a large audience, Minis don't necessarily have to have the best games (though this is ideal!) as they do well-known games. On this count a Saturn Mini might struggle and a Mega CD Mini will likely never happen. Dreamcast might be doable though, and Master System probably is given it should be a much lower effort.
I could see the Master System mini as possible especially thanks to Sonic and Phantasy Star. As long as they remember to put a start and menu button on the controllers. (what were they thinking putting Start on the system back then?)
Well, if a theoretical Saturn mini had something like Panzer Dragoon Saga on it, you'd at least get collectors buying it up, if nothing else.
I only mentioned a CD mini because they recently did an interview where they mentioned that was a possibility if the Genesis/Megadrive mini sold well. I would imagine that Dreamcast, Saturn and Master System mini consoles would be in higher demand, though they also said the Saturn wouldn't be technically feasible for about ten years or so. Still, I think you could come up with a solid 20 games or so for a CD mini. Sonic CD, Ecco 2, the Working Design games, Snatcher, Eternal Champions, Final Fight, and Shining Force already get you halfway there without relying on anything that's already on the Genesis mini. It would definitely be more of a niche product, though it'd be nice to have something to rehabilitate the image of the Sega CD just being a dumping ground for FMV shit.
Do you have a link to this? I'm surprised they even addressed Saturn! Eternal Champions would bump it up to an 18+ product, so I doubt they'd include it were they to make a Mega-CD Mini. Maybe it could be padded out with a few 32X titles?
I think what's more likely is that whenever the Genesis/Mega Drive Mini gets hacked, people figure out how to get it to boot Sega CD games.
If it's cute, gimmicky as heck and plays games I want, I'm sold on the concept. No matter the device. Mine's been preordered, BTW. The moving volume slider sold me. I am totally a soft geek for this kind of crap.

I thought it would have been neat to throw a couple onto the Genesis mini, though M2 already ruled that out.
Tempo could be a pretty cool addition too. Not sure of what else could be released other than Star Wars Arcade.
