I'm not sure if anyone has caught this yet, but the freeware version of IDA at https://www.hex-rays.com/products/ida/support/download_freeware.shtml has been updated to 7.0, where it was previously on 5.0. This new freeware version seems to support x86 and now also x86-64. It doesn't seem to support non-x86 like processors, though, even though you can select things like N64 ROMs and Dreamcast ELF files.
The people at ScummVM have talked things over with Hex-Rays about this and other limitations in 7.0 (like not being able to disassemble older DOS and Windows executables), and as a result they got permission to mirror the older Freeware 5.0 release: https://www.scummvm.org/news/20180331/
