If you intend to keep that palette, you should consider switching it up, as in make the ground black-gray and the grass red. It would look at least a bit better that way.
I kinda like that background. Looks like a destroyed/burned landscape. Could use a few tweaks, but it looks great...if thats what you were going for that is.
Nothing really spectacular but... I still think its pretty neat for something I haven't touched since September. (Also no, the shield is just sprite art editing, it doesn't hold any new abilities à la Sonic3).
I like your background! You should tweak it's pallete a little to make it look better. And what will do that shield?
The problem is when I tweak the colour it seems too darker than what it should look like....well....to me it does anyway..... What do you mean by "And what will do that shield?" btw?
The mountains are taken from "Tiny Toon adventures: Buster's hidden treasure", just cleaned 'em up in the image port over and voila.
Sonic 2 eyes, Sonic 2 palette, and added soles on his shoes. Ignore the flowers, by the way. Those were for tests; I just never bothered to fix them yet. :P
Is the arrow monitor used for checkpoints, like in Sonic 1 on the GG/SMS? That would be really interesting. Something doesn't look right in the palette with the buildings. If they are meant to be lights, make the buildings seem that they are visible, like you have done with the mountains. This will give the buildings some shading, from light to dark.
The blue seems a little bright, the grassy bit looks bleh (yellow and red?), but I like the mountains and clouds.

That's actually quite a refreshing palette to look at, but how is it to play with? Are you sure it's not to dark? I love the little techniques used with the level palette to bring some character to it. It's actually pretty amazing about how much of a different zone it looks just because of a palette change.
