What I mean is that the eyebrows make it look as though the doctor is looking down, but without them, it looks like he's staring directly in front of him and doesn't give a damn about what's below him.
I like it without the angry/determined expression personally. Plus, while it would make sense for him to be angry, it seems a bit like Robotnik to feel so overconfident in his own handiwork that he doesn't look concerned at all.
Agreed. I don't think he's supposed to look angry, but more like thinking he's going to succeed for sure this time. Does he ever make an angry face in the official Japanese artwork, anyway? He's always been portayed as "almost demonic" overseas, but it looks like his personality was supposed to be anything but.
He does make a sorta upset/chagrined face when you actually hit him, but that's it. I'd be kinda okay with adding an angry expression when he's down to only a couple hits though.
People are always saying they want to add more creative touches to the game, well I think the eye lines are a good idea. It makes him look angry and stressed, which he obviously will be whenever he encounters Sonic, as well he is evil so he should look evil. On top of that, I don't think it makes him look like he is looking down necissarily, but it sort of does. This is a good thing, because it can be interpreted two different ways depending on what is going on.
But Dr. Robotnik of the Genesis games isn't really EVIL. He's just egocentric and puts the fulfillment of his desires in top priority. I don't think he really gets his jollies from spreading as much suffering as possible; it's just that he doesn't care. He's more selfish and mean than he is evil.
He's not supposed to be angry at all. Except in the U.S. cartoons and box art. I don't want AoStH Robotnik expressions in S2HD. I want the look he used in S1, S2, S3, S&K. Sonic CD is an exception where he gets a little more human at times but that's Kazuyuki Hoshino (and not Oshima) doing I think.

I agree that Tails looks like he's just pulled his pud. Those cream coloured circles in the right hand frame do NOT help matters at all. XD
