Esrael`s Sonic Editor

I just downloaded Esrael`s Sonic Editor and I was wondering why the only option available in the tools section is the level editor? I can`t read Portugese so could someone tell me if I need to download any add-ons or something.

Load a Sonic Rom compatible with E.S.E. and E.S.E. will enable the tools compatible with the Rom.
If your Rom have reader changed you can add info editing file "Roms.def" in folder "\DADOS"

I have a few questions as well:
1.How do I place new objects in the level editor?
2.How do you add decompressed art back into a rom.
For example: Lets say that I decompressed the tiles from hpz from sonic 2 beta. How can I add it into a final sonic 2 rom if it is even possible?
