I had a feeling something feels quite "right" in the screenshot. So I played around in debug mode:

It seems to me that they had a tool / something that let them play around with the camera, and they just put Sonic / Tails onto the resulting screenshot, so it wouldn't look weird. So both mockup and not mockup =)

Now, why would they do this? My guess is to show the whole path-crossing thing, instead of a part of it?

Eh... while it would be neat, I don't exactly trust it. By that logic, you could assume none of the shots were mockups because they could have simply moved the camera around during gameplay. It's not really solid enough.

I wish we could find leftovers of such a routine which would let, say, the second controller move the camera, while the first controller moves the player. I know they did something like that with raising the water level in S2NA's Hidden Palace Zone.

I didn't say that. Most of the screenshots we know to be mockups ARE mockups. But clearly, this might not be the case here. It seems too possible to achieve using some kind of debug tools to be simply mocked up using hours of work in Deluxe Paint =P
