(OEs, OE mods as in operating environment mods, operating environment is basically a term coined by Microsoft when Windows came out used to describe non-NT based Windows versions including but not limited as: 1.0x, 2.x, 3.x, 9x (including ME; 2000 was Windows NT). read my other post here. as for programs, i dont mean programs that have something to do with sonic or sega like clownacys mega drive emulator, i mean programs like, for a basic example, Windows Paint. sure, you can make something related to sonic or sega in here, but it's not explicitly themed around it.)
