    As Lostgame is edging on, there are many-a hack that have done this if you're just in it for the experiance of playing a finished hidden palace. I reccomend Sonic 2 Delta (a classic) or Sonic 2 long version.
    I defy you to find one ROM hacking guide that reccomends you use Sniper Hex, or any hex editor that does not allow you to copy and paste. Try Hex Workshop. Although it technically isn't "free." Just do the trail.

    I can't believe I'm posting this as now I only have three posts left and right now I know I won't get membership but here it is. I'm not in it for the experience. I just download a sonic 2 hack and then they suck because HPZ act one isn't fun and HPZ act 2 doesn't have enemies or just isn't there. I'm doing this so people have an option of playing a crappy hidden palace or a slightly better hidden palace with enemies in act two. But how do I restore the orbs, waterfall, bridge, and the emerald? Also where do I place the coding for the enemies in the ROM? And for easier cut level selection without the need for game genie how do I add levels to level select using hex? And I don't want hex workshop because I will have to pay for it right when I'm working on Genocide City in 35 days.

    I could do that but that would be to much typing as the only free hex editor I know of (sniper hex) doesn't let you copy and paste. Plus that would change the layout and as you can see here I don't want that to happen because now it seems partly like the alpha concept art without enemies because I've no clue where to put the code.

    OK I just tried what it says to restore the orbs and waterfalls, but they look crappier than ever. The only thing it actually restored were the waves. They look normal now. And the restoring enemies guide is what I'm using but I need to know where I put the code.

    See my projects list. I renamed it to sonic 2 ultima, then I found out that was taken, so I changed it to sonic 2 redone.
