S3K hacking?

'sup,
Been trying to figure out how to hack S3K, in particular custom levels. I'm certain it's possible with a bit (read: lots) of work.
Don't get me wrong, I'm not technically inept or anything, I've hacked various games in the past. However I can't even figure out how to decompile the .BIN ROM
Where do I start? Tried 7-ZIP, WinRAR, MagicISO etc with no success. Can somebody point me in the right direction, just so that I know where the hell I'm headed?
