Would something like the Dual Gens mentioned in this thread be what you're looking for? This modified copy is made to keep reading keyboard input even when out of focus. I imagine that all you would have to do is set one copy to use one set of controls while the other uses the other controller.
I dunno how well that would work as I've never tried anything like this before. Good luck! -

Good God, those last two are closer than Hard Times was to Ice Cap. Considering that OutRun 2019 has one of the best 16-bit era soundtracks, this is just full of win. -

I think it's locked to specific devices for some reason.
Yeah, they've got something weird going on. On Google Play, it's coming up as compatible for my ICS phone and my old Android 2.3 phone. I've played the game in BlueStacks, so I KNOW that works. Amazon is saying that it's not compatible with all three of the above plus my ICS tablet.

This is either them being dicks and making the Amazon Appstore version a Kindle exclusive (if that's the case, special props go to them for not adding "(Kindle Tablet Edition)" to the title), or their optimizations legitimately broke something and they could only guarantee that it will run on Kindle Fire HDs and newer.
Regardless, I still bought the game when it came out on Google Play and picked it up when it was free from Amazon. It would just be nice to be able to run it on my "manufacturer-was-too-cheap-for-Google-Play" tablet. -

What kind of server are you talking? XAMPP has several. If you mean Apache, you can bind it by changing the "Listen" line in (XAMPP directory)\apache\conf\httpd.conf.
For example, if the server's local IP is 192.168.1.1, you would change it to "Listen 192.168.1.1:80"
