See this comment on a YouTube video about Hidden Palace in Sonic 2. Is that one of the original artists or just someone lying?

Someone posted pictures of a Dreamcast SDK on /r/dreamcast. Not sure if any of the pictures there are better than the ones already on Sega Retro.

As for Oil Ocean's music belonging to Dust Hill at one point, somebody explain to me how does an arabian song fit a western desert. Even Aquatic Ruin's would have been a better fit.

Nakamura was basically given one or two words describing each stage, I wouldn't be surprised if all he got for Dust Hill was "a desert". This was really nobody's fault, with Sonic 2's tight schedule, the level art and music was developed in tandem, so the ideas weren't fleshed out at the time. Oil Ocean is a perfect fit for a desert stage like Sandopolis, it just happened that the graphics artist went in a completely different direction. (Neither knew that, though!)

It's also interesting to hear his original demo recording:

I think my mistake was originally running CHKDSK

Your original mistake was not having a backup of your important files somewhere else. If you can afford it, perhaps Dropbox would be useful. Or if you have another computer in the house, Bittorrent Sync could help you sync files between the two machines. Windows also has some "set it and forget it" backup features built in.
