It's basically a savestate editor with a very simple interface; it's something I worked on a few months ago. The C# source is in SVN. Compiles with Visual Studio 2008 or C# 2008 Express.
It is, however, incomplete. I'll be updating it more in the future.
Given its incompleteness, I won't provide binaries just yet. But for those who can make binaries, feel free to post them if desired. Also, suggestions welcome. :P -
S3/K gets no love?

Looking around, I see plenty of Sonic 1 and Sonic 2 hacks, but not much about S3/K. Is there any reason in particular for this?
I think I heard before that S3/K is basically not as "hacker-friendly" as previous games, being a more complex system and everything. But has anyone even tried to "crack S3's code", so to speak?
People could come up with more interesting level design with things like reversing gravity on the fly, for example. But I only see one hack of S3/K in progress. Why isn't there more?
