    Generalized heavily, but:
    1. Find a bunch of example files.
    2. Start examining similarities between the files with a hex editor (sometimes files will have a header, sometimes they won't; depends on the format)
    3. Start changing things that look interesting to you and see what happens in game.
    4. Use emulators with debugging tools (I'm not sure if any Dreamcast emulators have debuggers)

    Seconding Doc Eggfan's recommendation of Cosmic Smash heavily, as well as Aquaslash's recommendation of Rush 2049.

    If you're a wrestling game fan, you can't go wrong with Fire Pro Wrestling D.

    Street Fighter 3: Third Strike, Garou: Mark of the Wolves, Capcom vs. SNK 2 for 2D fighting game fans.
    There's many more, but I can't think of anything else I want to add.

    This was also in 524 but Knuckles is also called Sonic on a level clear.

    Level Select is accessed by holding A and pressing start. Debug mode seems to be intact as well when holding A and selecting a level. Title screen is hilarious (to me anyways):

    I was playing CPZ2 and got stuck as well (I did not debug into that area, I was going really fast and was in a ball and it somehow got me stuck in there):
