    I'd go with this. Eggman HATES cute lil' animals. Even is he's not turning them into badniks this game, he sure doesn't want them scampering around his glorious metal factories chewing on the wires and stuff.

    And they're not in Metallic Madness because even in the past he'd already gotten rid of them.

    I echo Aquaslash's thoughts.     Yes he is. But the conclusion we should probably draw is that the Mecha Sonics are different robots every game, while there's only one Metal Sonic.
    So Mecha Sonic isn't a "classic villain", because he's not one villain.
