Either a PS3 or an XBox 360 would do the job just fine for both YouTube and Netflix.
There's also OUYA, but sideloading both Netflix and Youtube is is going to be a pain at least they have XBMC. -

If your D drive is on the verge of dying, you may want to back it up.
But if it's close to death, then I suggest on following these steps from the link below after you get a new hard drive installed on your computer with a fresh OS installed.

The site's been loading fine to me, it must have something to do with your internet provider or the modem in your house that is having some problems of some sort.
Try turning off the modem, wait for 30 seconds and turn it back on. I normally do that whenever my modem is having problems. I would also recommend restarting the computer too, just to be sure.
If that doesn't work, try calling your internet provider and discuss about this problem. If neither of these work, then it would mean your modem is almost dead and you need a new one, which isn't cheap. -

Yeah, I'd recommend on getting a new GPU card.
GeForce GTX 750Ti would be a great card for both quality and for your budget, that's what I got at this moment and boy it runs most of my games nicely.
Besides, most of today's game would need a GeForce GTX 450 as the minimum requirement. -

That runs pretty sweet on my computer, very smooth and fast since I have a new video card (GeForce GTX 260).
However, there is one thing that bugs me. You didn't showcase anything on the GDK that uses PhysX like smashing down walls via spin dash or the water ripples when you run via high speeds.
