Looking for a graphics card, redux

I had a topic before, but it was posted... just under a year ago. So I figured I'd just make a new one.
What I'm looking for is a card that can play relatively modern games (Sonic Generations, for example) at 1360x768, my monitor's native resolution, at 60fps. I'm trying to keep to around 100 bucks, but if I really, *really* have to, I'll dip a little further. Can anyone help?
My specs
OS: Windows 8 Release Preview, x64 (I've got nothing on it right now so I can always just drop back to Win7 if the drivers require it)
CPU: i3-530 (2.93GHz, 2933 Mhz, 2 Cores, 4 Logical Processors)
RAM: 8GB DDR3
Motherboard: ASUS P7H55M Pro
Expansion slots: 1 PCI Express x16, 1 PCI Express x1, 2 PCI (all of them are free)
Display Adapter: built into the processor/motherboard (Intel HD Graphics)
PSU: 400w (I ran my system through some PSU calculator and it said it was probably using around 200w right now, not sure how accurate that is) -
Is it possible to force my BIOS to allocate more RAM to on-board video

Like the topic says, can it be done? Right now the BIOS on my motherboard only allows me to use 128MB maximum, which seems awfully low. I have 8GB of RAM in my computer, so I can spare a GB or two to be used as video RAM. Then again, I don't really know if adding more RAM would boost my video performance or what... I'm not sure how all of this works. Could someone help me out?

Looking for a graphics card

Basically I want a graphics card that I can play SSF4 Arcade Edition on Medium settings with at 1360x768 (my native res). Presently I have to have everything on low/off and 800x600 in order to maintain 50fps. It's kind of sad.
