Is my graphics card dead?

R.I.P. Selbi's nVidia GeForce GTX 260 (May 2009 - November 2014)
After five and a half years, my GTX 260 has stopped working. While playing TF2, the game just resulted in driver crashes from time to time over the last few years, but this time it outright BSOD'd me five times. On that fifth time, something must've had a serious impact on my card, as from there on my PC would no longer boot normally. It showed red dots scattered all over my screen while doing its regular BIOS screen text, but when the "Starting Windows..." screen appears these dots are replaced with green ones instead and my system is stuck:

The only workaround so far is starting Windows in safe mode and disabling my card. However, not even the default VGA driver is being used (which at least gave me options up until 1600x1200), but an ugly 800x600 resolution.
That was yesterday. Today I tried taking out my card and cleaning every piece of dust in it. Turns out I haven't cleaned it once in its over-five-years lifespan. Unfortunately, that didn't help at all, though it made my PC a little quieter.
Is this a hardware malfunction? In other words, is there anything I can do other than getting a new one? I would rather not do that, if it can be worked around. However, I don't see a reference guide to "weird red and green dots on the screen during boot up" to tell me what actually is causing the problem.
But just in the likely case that I really don't have another option, what should I get as a new one? It should be in the good middle range, so something that's below 200€. Recommendations I got so far were the ASUS R9-270X and the nVidia GeForce 770. -

You know what's gay? Sonic 1. It sucks. It sucks so hard that merely looking at a screenshot makes me wanna puke. Time to finally fix that after over two decades.

Snake MD

Today I was browsing through my old disassemblies again and found the project folder of Snake MD, my first ever attempt to create a homebrew Mega Drive/Genesis game (meaning it's incredibly mediocre, so don't expect the overkiller of MD games here). I've started working on this project back in last year's October and lost more and more interest over time, until I completely abandoned it in December.
Seeing that after more than half a year I still haven't continued working on this thing, it's pretty safe to say that it's never going to happen. Not to mention, the reason why I stopped working on this project in the first place was the fact that I made so many mistakes (in fact, the entire engine is one single mistake) that I'd need to rebuild it from scratch anyway.
So, rather than letting this thing rot on my hard drive forever, I've decided to release the ROM and the Source as they are, in the unlikely case that someone cares enough to continue working on it.

Thanks to MarkeyJester, who created the Snake graphics and helped me setting up the basic source. Not sure if anyone else deserves credits, it's been such a long time since I've worked on this thing.

The highly anticipated sequel to the series of comedic spoofs of famous Sonic games/clichés is finally here - Sonic Shorts: Volume 7. This episode was entire animated by the leader of Sonic Paradox, thewax70. And this also leads me to a very big problem: the lack of varity. While there are indeed many different subjects in this collection, it's just the different art styles I used to love so much in the older ones, that are missing here.
Honestly, it's a big disappointment for me. There are some funny shorts and the animation is well done. It's just not really a collaboration anymore with only one animatior and a few voice actors. -
My signature is too big

As you can see right now, my signature is big as fuck, taking over ~16% of my entire screen (yes, I calculated it). With the recent IPB 3 update, it's being automatically stretched, which is a big problem with large screens (I have a 1920x1200 one). I don't want to completely think of a new one though, so I wanted to know if there is any way of hindering IPB from stretching it or making it not look more important than my post (because I have that negative feeling everytime I see one of my own posts).
The code looks like this (yes I know, I'm horribly overusing the <table> tag here):
