You're going to have a tough time with music emulation, as the only YM2612 emulator that I know of was written in C...which I suppose could be said for the PSG chip as well.
When I made my port of SOME from C++ to C#, I used a DLL I created that was ultimately a YM2612 emulator. I would suggest going that route if I were you, as an emulator that was written in interpreted code would, well, fail. Miserably. So that's just a heads up there.
I don't mean to sound negative, but I certainly hope that your notation editor will one day actually edit notation. Right now you have a data editor...I don't see any notes, so I also don't see how its 80% complete. I would love to see a full-functioning notation editor out of this, but if you want my honest opinion, I think you're getting in over your head. I suppose if you didn't want my honest opinion, you're screwed, then. -

Both companies shipped them with dev kits, but you had to buy the slightly higher priced model to get all of the software. If you didn't, you don't have it. You don't have it, so they didn't buy it. -

I'm not looking for a soundfont. I'm looking for someone to make the sounds themselves or at least bundle already-made ones into a YMX file using the SOME editor.
It will greatly help the project. -

Yeah, they'll find a way as soon as TeamXecutor releases their next project. It's a USB adapter for the Xbox console and HD.
But that's not for a few more weeks. But yes, they'll buy the tool and do it when it's available, thanks to TeamXecutor.
As for a time when it will be released for the PC, it's going to take the XNA framework from microsoft to do it. Of course, that makes things a little difficult, because there has to be some conversion from the xbox propietary code to windows compatible, which btw, is what the XNA framework is all about, portability. However, it only is super easy if you have the source code. Disassembling the executable file, which is encrypted by microsoft with a key that ONLY they know (for the time being), is deemed impossible as of now, even though people are able to flash the 360's CD firmware view it on a comptuer. People are working hard to crack the xbox360, and until they do a lot more work, Sonic won't be coming to the PC anytime soon.
