Who Created the Zones anyway?

I just started thinking about how similar both Hydrocity and Labyrinth Zones look in style, albeit one looks a bit more colorful and less ancient. Did the same civilization that populated the Floating Island also populate South Island? What happened to them? Did they make ALL the Zones? How did they do it? With the Chaos Emeralds?
