I don't know if I should consider myself lucky I never watched or even heard of it as a kid.

Sweet - this actually tells us quite a lot - very little is known about the official Sega presence in Russia.

This is probably a silly request, but would anyone be willing to make GIF animations based on the hand-animated Sonic on the bottom right? I can imagine that being great to see in various video edits.

By the way, blue eyelids aside, that small Sonic seems pretty on-model even when facing the camera, which was most of the times done wrong back then... I wonder if this is the Russian counterpart to a similar Japanese show or something.

The Sonic animations in the corner are rather cute. Also in the 2nd video was that a sort of Russian Sega World/Park?

Not a Russian one...
... it's Sega World Bournemouth (although I think the latter parts are from Japan). Hilariously this now counts as the only surviving footage of the place that we know of.
It's like the stars aligned - I only came across an indoor photo by chance a few days ago.

It was a show hosted by "Yevgeni/Evgeniy Stychkin" on a channel called RTR (РТР) (look the old logo), which is now called Russia 1. Apparently aired for a few months in Spring/Summer-ish 1994, later repeated on Channel 5. Might have also aired in Ukraine.
Arm yourself with google translate and search the Russian message boards - this is a topic that appears to have turned up a few times.

I can understand what they're saying...so if anyone wants a translation, I'd be willing to provide specific bits :V.
