Saturn Homebrew 101 how do?

I'm looking to set up an IDE to make some basic homebrew Saturn games, I just wanna get a handle for programming the 'beast' of a system.

Assuming I set up a really nice VM with windows 98 or something I assume this is possible?

I've seen a few links online, including this one:

Is this the best place to start? Can these things run on real hardware with modchips?

Do I have to burn a disk every time I'd wanna do that or is there some magical piece of hardware I can get to use SD cards with the expansion slot?
