Not to get too far off topic but I've always been curious about this. Especially since my brother had a separate copy of Sonic R which DID have all the music. Adolescent me thought that R simply didn't have music... as I never knew of any other version, nor was I smart enough to look at the time. Needless to say I was stunned to learn of the tracks, and also couldn't find any trace of music in my game.

I think it is because those packs were essentially budget re-release pack-ins - not handled by SEGA themselves but by companies who got the rights from SEGA and whoever else they needed to - in order to re-distribute the games that they placed within the packs after the games had kinda passed their original release phase. Therefore they may have been put together hurriedly and with less care.
The re-distributers were just trying to make quick money by selling older titles and as such would not spend loads on putting those things together.
Same probably applies to single games that were re-distributed as budget titles on budget labels. Expert seems to be the main one you see in the US for handling these things. In the UK the names I remember are Xplosiv and SoldOutGames.
Anyway, I have tried to obtain all original SEGA releases, rather than budget re-releases. Same goes for compilations, I haven't bothered with the budget re-release compilatiosn like the 'Action Packs' just compilations such as Sonic & Garfield, SEGA Puzzle Pack and now I recently obtained Smash Pack 2 (hoping it is an original release version). Smash Pack 1 is due to arrive soon.
