I doubt this would be of any use, but a while back I attempted to use the symbol information that was found in the Gems Collection ports of Sonic CD (which are ports of the Sonic CD PC port) and apply it to 11A in the PC port. If I recall, this information wasn't compiled in the PC version's DLL files, so I thought that it'd be useful if we had the symbol information for the PC version as well. I used the demo version's DLL file since that was all that I had at the time. I probably messed up on matching some of the symbols as I never finished it completely. Also note that this only applies the subroutine names and labels for data, no comments, etc.

You can download it here. I also included the database of the PS2 version of the level too for comparison in case anyone wants to take a look and double check. You need to use IDA Pro 6.1 to open it up.

Do note that I didn't know what I was doing some of the time so there are probably inconsistencies and other weirdness/ugliness. There were definitely problems with some of the more repetitious labels. This might be useful for anyone who'd like to know where the tables/pats are for everything in the stage. This might even help guide anyone disassembling the Mega CD version, at least as far as data locations go. So please forgive any silly thing you might see.

Anyway, hope this isn't entirely pointless. :P
