Perhaps the Not for Resale was meant for stores that might think to take out the cartridge out of the console box and try to sell it seperately. I dunno if any stores ever did that, but that could be the reason.

Good point, that was probably it. Because I can't see anything being illegal about buying a model 1 with Sonic 1 included, then heading to the store to sell the game.

"Not for Resale" does, in fact, mean that the game is not supposed to be sold separately from the original console. It's used for bundled games, e.g. Sonic 1 and 2, and also some games included with Dreamcasts.
The console manufacturers probably only enforce this for new games, since they can't do anything about it once the game's sold (first sale doctrine). Hence, reselling "Not for Resale" games afterwards isn't an issue.
