Guys I need your help, I'm trying to research it and I can't find it anywhere.
Do we know where the "Woo!" and the "Uh" sounds come from that are used as samples in the Sonic 3 Mini-Boss theme? People say the "C'mon" comes from Fantastic Freaks (which I am dubious about myself) and I'm trying to find the other sources too!

They all come from various sample packs you can find online, which I assume Sega had in their database.
Look up Norman Cook (Fatboy Slim) and his sample pack, "Skip To My Loops". It has many, many samples used in various Sega game series, particularly both Sonic and Jet Set Radio.

I have 3 sample packs that have sounds used in both S3&K and Sonic CD that you could probably go through. Though to answer your question, the "Uh!" is a generic James Brown sample (and by "generic", I mean in virtually every freaking song he made), and the "Woo!" I'm not fully sure about, but barring Michael Jackson, it's likely from "Think (About It)" by Lynn Collins and James Brown. The latter is a very common sample, so it's very likely that's where the "Woo!" comes from.

EDIT: Can't still find that "Uhh", it doesn't sound like James Brown, it sounds too urban. Just to confirm, it's the one in the background of the music?

Double post, sorry guys.
After researching the samples for the Sonic 3 Mini Boss, I can confirm that it uses THREE samples from Norman Cook's Sample Library, and I found the "Uh" sound elsewhere (still not sure exactly where it's sampled from, but could be James Brown as stated above).
It also samples the Sonic 3 & Knuckles sound effect 4F (the flame sound) at intervals.
Here's a version of the track that I've made which shows this off
if you want it, get it quickly, as I've never uploaded something that's not mine before and I don't want the thought-police on my tail.

Re-familiarise yourself with the Mega Drive version of Sonic 3D's Volcano Valley Zone, act 1, specifically the segment at the 37 second mark.
