If that is true, then where does the team stop in terms of music? Endless mine in HTZ? Scrap Brain in CPZ? Flying Battery in Metropolis? That really would be awesome, a user defined soundtrack.

There are no plans currently to have music outside of Sonic 2 included. As for the original soundtrack, that's a possibility.

But that couldn't be too difficult, and boy howdy would it be cool! Even just use the original tracks from the other games to avoid having to remake them.
Perhaps S2HD could manage music with a screen similar to Gran Turismo or similar, with(in the options menu) a dropdown box for what you would like to hear for each stage. I mean c'mon, one cannot deny that some of Tweaker's music choices were incredibly tasteful in Megamix. Why not allow the user to do similar in S2HD? It would enable yet more variety to the game, increasing its audience slightly, and adding to its replay value. Of course, I must admit that now isn't the time to discuss this concept, so please just keep this idea in the back of your head until a more appropriate time.
On a side note, isn't ALL the music finished? And what about the sfx?

I'll keep the idea in the back of my head. But this is Sonic 2 HD, not Megamix, and not a run of the mill fangame where anything goes. Not saying Megamix was, but that's the reference you provided. I don't see how letting people throw whatever audio they want in does anything to increase the title's audience or its replay value. People are going to play this because it's Sonic 2, remade. They're going to expect the original tracks, remade. And that is exactly what the project is going to provide.
No, the music isn't all finished. Before you ask that kind of thing, check the first page of this thread for what still needs to be accomplished. There seems to be a rash of people not checking the OP or the stickied topics lately and there's no reason for it. Look before you ask, and then if you don't see it, -then- bring it up in the thread. This is not difficult to do.

The first post says that the Ending theme and Staff Credits are the current goal. Is this still the case? If so I might give one of them a shot. On a side note I also like the idea of having alternate songs for the levels, which the player can decide in the options. Maybe they could be unlockable after completing the game to add replay value.

This is correct. I updated the first post and took away the HTZ theme from the goals.

I hope you to like my contribution. I took days to improve my first contribution to the S2HD project. So...
...Oil Ocean Zone and a Alternate Version.

Too much reverb and the release of the reverb goes for too long on alot of the instruments. But overall most of the sounds are pretty neat. On that pad you used could do with a better attack time or possibly could do with a legato for a more natural sound. Love the bass. It's got a great pluck to it and sounds like a great homage to the original. I like the percussion alot. It's got some grunt to it but not over powering plus the subtle Darbuka is great addition as the original OOZ always had an Arabic sound to it. I liked that plucked instrument that you used on the lead. I can't work out if it's a Sitar as it has a very short decay. But very nice whatever it is.

I have a feeling this is a stupid question but what programs are people using to write music? I'd love to contribute to the music, but all I have is Anvil Studio (MIDI only).
And speaking of MIDIs, I have an awesome Chemical Plant one that I made myself, in case anyone's interested.

I think the soundtrack to Sonic 2 HD should be remastered versions of original tracks. By that I mean slight enhancements to the layers of sound that were produced by the Sega Megadrive soundchip. I think this way, the original feel of the game will be retained, which is vital for any remake.
@LordOFSquad - That is actually a good example of how the original melody and rhythm of the track is retained but the overall track is enhanced, I like it!

Yuzoboy, aren't you somewhat of a VGMusic prodigy on youtube? I've heard your name before...

@Hamneggs: I know for sure that he does all the Sonic/Michael Jackson mashups. Welcome to Retro, Yuzoboy!
Felt like checking on how the music remasteries were going today, and I found this:
This sounds just about perfect. Really captured the campy racing vibe that the original gave off. Also, I am in love with that lead synth! If there's one thing I'd change about it, however, it'd be the electric guitars in the background. They don't mesh too well with the rest of the theme, IMO. I'd say replace them with a bass guitar instead.
Also, must comment on the percussion voice in Tweaker's Hill Top remix. That sounds like the perfect remastered version of the drum sample in the original Sonic 2 tracks! I would love to hear that voice used more often in the other tracks.
Finally, while I'm posting in here, I might as well throw an idea out there for all the composers. I've always thought the Mystic Cave track should have a '90s rap/hip-hop theme. The first eight notes of the intro even have an underground hip-hop vibe to them, and that includes the wailing siren sound in the first third of the track, not to mention that descending chime-like tune in the second part. Overall, it totally sounds like it was intended to be a rap theme.
