A repost, so that we know what the Sega people call the pre-releases:

REVIEW REVISON - these are endless, until the QA lead approves
ALPHA REVISION 1, 2, 3 - #1 the game runs and can be played, #2 the game game engine is close to finished, #3 the final suggested details are added or dropped and the game is abour 80% finished.
BETA REVISION 1, 2, 3, 4 - All game features are LOCKED, no additional features or modes are added. This stage is where the bug testing process is nothing more then: Get beta 1, test it for a few weeks, write reports, finish. Recieve #2, regress (check the old bugs, make sure they are gone) , test it for a few weeks, write reports, finish. Repeat for the rest.
Sometimes if needed, the beta copies can go one forever, depending on how bad the game condition is.
RC1 - Release candidate, they send this to the bug testers at the submissions department of whoever they are submitting it to. If they approve it, it gets manufactured, if not, it gets "kicked" and bug reports are sent back saying "you can't produce this, this is why"
then it's RC2, 3, 4, or however much till they get it right.
(The submissions process takes about 2 weeks, and costs the company $20-40,000 every time the submit a game.)
Then the final product is made.

No, I'm still on Simon's thoughts about the "out door/outside company" thing. When it's in Alpha stages, like the so called Review, it's inside the company, not outside.
This build of Sonic 2 is seen in many magazines. "It was a so called Beta version", as it says in this Swedish official Sega magazine from 1992:

Too many magazines used this image:
I have said this is the Alpha title screen, but now I know is just a mock-up by Sega. The palette is so wrong. It can't be converted in any way. I have tried. Even the highest color 224, 224, 224 and the lowest doesn't work together.
Here is my result (And it's so wrong according the the Genesis Sonic palettes):

Our concept art is the closest to anything early alpha-ish. I'm talking about the three screenys, EHZ, HPZ and DHZ.

well the bottom one looks better then the final version's pallete, I'll say that much in my opinion anyway...

Yes he's right, that's one thing I never realy understood, why other countrys like to change it before sending over here.

I beleive they change it so the American Customers don't have a glitchy peice of shit (my opinion)
