I kinda doubt it, assuming Sonic CD has already been picked at with a fine-toothed comb.
My most reasonable guess would be that the special stages would be S1 Special Stages + slot machine + The stages would transgress in "layers". (Since I doubt "U" would be a replacement for "Up" for the sole reason of it being weird to have such a minor graphic replacement amongst a lot of reused material, I'd believe it to be for progressing through layers.)

I guess Sega was just throwing around ideas on a special stage. It's probably for the better that we didn't get another variation of the Sonic 1 special stage. The game might feel less original had that stayed in.

With Ohshima's recent confirmation that the Sonic 2 and Sonic CD teams were talking to each other, and seeing that Sonic 3 and Sonic CD were also in simultaneous development... yeah.

I don't know which special stage I disliked more, sonic 1 or sonic cd (I never really understood the premise behind the UFO's)
Sonic 2 and S3K have the best IMO

Sonic 2 and S3K have the best IMO

Sonic Rush and Sonic Heroes use variations of the S2 special stage. In the Heroes version though, you chase after the Chaos Emerald until you catch it though. The bombs make a return though.
Sonic Rush is a complete do over of the S2 Special Stage Rings and all. The only new elements are some enemies flying around and making you lose rings and a weird little gimmick that launches you in the air and wants you to press numbers on touch screen in a limited amount of time.

I hated the Special Stages for Sonic CD much more than I hated the Special Stages in Sonic 1, and I really really hated the Sonic 1 special stages.
Liked the Sonic 2 and Sonic 3 (and by extension Sonic and Knuckles) special stages the most.
Then again, they were the most rewarding with the Super Sonic powerup.

I'm pretty sure that was just a mockup, because there isn't any data in Sonic CD that contains any tiles/objects, etc., nor is there in any beta. As stated before, SEGA was just creating ideas. Although it would be awesome to see it in that game, just for S and G's.

I would have said it looked like a mock-up, too.
But here's some (totally unfounded) speculation about the slot machine aspect.

There might have been a type of bumper which locked the spinners into place. After hitting three of them, whatever the spinners ended up on would give you a different bonus item. Just like how getting 50 rings gives you a continue in Sonic 1, 3 & K, you'd be able to aquire bonus rewards while in the special stage, apart from (and before) getting the Time Stone. However, it would be risky - if you got three Robotniks, you'd leave the special stage automatically.
