How do you... Import tiles from a savstate into rom?

I used Esrael's Sonic 2 editor to transfer lava reef graphics into a Sonic 2 savstate. Now I want to import those tiles into Sonic 2 and use them in the place of Oil Ocean's. I have a Sleep Tile Set of these Lava Reef tiles if that sheds any light on what I'm trying to do. Is there any great and quickfire way of getting it done?

Use sonED
1. Make a extra copy of Sonic 2.
2. Load Sonic 2.
3. Load the savestate.
4. Go to read rom.
5. Go to all
6. From there go to Oil Ocean Zone 1.
7. Go to read savestate.
8. If you want just the tiles.
9. Then go to 8X8 tiles.
10. Repeat 5.
11. Go to 16X16 tiles.
12. Repeat 5.
13. Go to 128X128 tiles.
14. Go to write data.
15. Go to all.
16. Go to Oil Ocean 1.
17. Go to save.
18. And save.
WARNIG the level may not as solid as you want it to be.

I had all the graphics IN sonED.
I said write data ALL to rom. Right?
I chose Yes. Then ....
I open up my emulator, run the rom and it's Oil "nojjing" Ocean again!!!! Arrrgh!

Try going to Lava Reef zone yourself and make a savestate of that. And try to do it again.
