First thing that struck me is that circus zone is probably the most generic name for a zone I've heard in a while... How about 'Acrobatic Chaos Zone' or something?

Circus Zone is a mite too generic a cliché. What about combining established themes?

Floating Fairground and Cloud Carnival. Two alliterative names to show what I mean.

Once all the concept art is up for this zone I think it will be more obvious as to how it will be less cliché. I had totally forgotten about the whole idea to add a roller coaster theme to this level untill I looked back through the work, hopefully that should help towards making it more interesting by increasing the pace more then you would expect from the classic carnival themed sonic levels.
