The idea is that the song has sound effects of birds and running water, which really fits exactly what the song is named after—Little Planet. If you take a look at the image of Little Planet from the D.A. Garden, it shows that the Little Planet has a very upbeat, surreal, peaceful feel to it which the song perfectly represents, in my opinion.
Of course, musical interpretation is pretty subjective, but I don't think the song was meant for anything other than what it's used for. After all, R2 was scrapped rather early on—perhaps even before music could be made for it! And remember, it was never shipped in any public demo of the game, either, so the chances of seeing what little was done with are pretty slim.
It sucks that the level is so elusive, but there you go. :\

The bonus stage picture looks to me like it's just an updated version of the Sonic 1 special stage, but with two "tiers" (with probably some sort of bumper object for moving between them) and a slot-machine mechanic that probably just handed out free rings and/or lives or something like that. If you look close, in the bottom right there's a block with what appears to be a U on it—like the "Up" blocks from Sonic 1—and on the very edge in the top left there's a R block. Given how much this game was inspired by Sonic 1 in other respects (sprite set, level design themes, etc.), that would make sense, no?

The Miracle Planet name is interesting in that the Fleetway comics actually gave that name to the Little Planet as a whole.

The Special Stage was re-done, all the early proto shots have different BGs and completely different zone names. It's not a complete redevelopment but you have to agree that the beta pictures are different from the final ...
About R2... I wonder why we only have Palmtree Panic, Special Stage and Collision Chaos screenshots/mock-ups ... where is R2?

I don't think so since it was removed from the game structure. If it was scrapped so early we would not have the lack of R2, Collision Chaos could have been renamed to R2, Tidal Tempest to R3 ... etc.. I mean that it was implemented, so why don't we have mock-ups?
