I agree with Master Emeralds' theories (though the reused art I'm not so sure about).
On the subject of theories, I'd like to throw in that I always thought the track "little planet" was supposed to be the music used for this R2 ruins level. It sounds very ruins-esque and is a very elaborate and long track for just the default music of the DA Garden.

On a semi-related note, anybody got a copy of the OEM version of Sonic CD PC, with the DINO library files? It'd probably be interesting to pick those files apart, seeing as how it's essentially a port of the Genesis graphics system to the PC

None. I think the way things worked, he looked at development of Sonic 06 on one day, and then he decided to jump ship and form his own company.

R2 will always be a mystery to me. I firmly believe there was supposed to be a level there somewhere and it HAD to be scapped early.

But Seriously, the music track with the bird noises would work fine for a ruin level. I can tell you for sure that those are not seagulls.

Erm... Those are fucking seagulls. Hvae you ever been near a seagul? I live near them, and that is %100 annoying ass seagul sound.
